{"id":175,"date":"2025-03-04T19:03:08","date_gmt":"2025-03-04T19:03:08","guid":{"rendered":"https:\/\/toensurecompliance.ca\/?p=175"},"modified":"2025-03-04T19:38:56","modified_gmt":"2025-03-04T19:38:56","slug":"minister-national-revenue","status":"publish","type":"post","link":"https:\/\/toensurecompliance.ca\/?p=175","title":{"rendered":"Minister-National Revenue"},"content":{"rendered":"\n<p><strong>Ms. Kerry-Lynne Findlay<\/strong><\/p>\n\n\n\n<p>MINISTER OF NATIONAL REVENUE &#8211; JAN &#8211; 2015<\/p>\n\n\n\n<p>The&nbsp;<strong>Minister of National Revenue<\/strong>&nbsp;(<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/French_language\">French<\/a>:&nbsp;<em>Ministre du Revenu national<\/em>) is the&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Minister_of_the_Crown\">Minister of the Crown<\/a>&nbsp;in the&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Canadian_Cabinet\">Canadian Cabinet<\/a>&nbsp;who is responsible for the&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Canada_Revenue_Agency\">Canada Revenue Agency<\/a>&nbsp;and the administration of&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Taxation\">taxation<\/a>&nbsp;law and collection.<\/p>\n\n\n\n<p>The Department of National Revenue was established in 1927 by expanding the former Department of Customs and Excise with a new facility for the collection of&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Income_tax\">income tax<\/a>&nbsp;which had formerly been the responsibility of the Department of Finance.<\/p>\n\n\n\n<p>The Department became known as&nbsp;<em>Revenue Canada<\/em>&nbsp;in the 1970s. In the 1990s the department became the Canada Customs and Revenue Agency. She represents the electoral district of&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Delta%E2%80%94Richmond_East\">Delta-Richmond East<\/a>&nbsp;as a member of the&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Conservative_Party_of_Canada\">Conservative Party<\/a>. She was appointed and sworn in as Parliamentary Secretary to the Minister of Justice on June 1, 2011 and as Associate Minister of National Defence on February 22, 2013<sup>.<\/sup><sup><a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Kerry-Lynne_Findlay#cite_note-2\"><\/a><\/sup>. She is currently serving as the Minister of National Revenue, a post she has held since July 15, 2013.<sup><a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Kerry-Lynne_Findlay#cite_note-3\"><\/a><\/sup><\/p>\n\n\n\n<p>Ms. Findlay sat on a selection panel to help choose a replacement for&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Marie_Deschamps\">Marie Deschamps<\/a>&nbsp;of Quebec, who retired from the bench.<sup><a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/Kerry-Lynne_Findlay#cite_note-The_Canadian_Press-4\"><\/a><\/sup><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Education<\/h2>\n\n\n\n<p>Ms. Findlay graduated from the&nbsp;<a href=\"https:\/\/web.archive.org\/web\/20160623034534\/https:\/\/en.wikipedia.org\/wiki\/University_of_British_Columbia\">University of British Columbia<\/a>&nbsp;in 1975 with a Bachelor of Arts in history and political science. She then graduated from the same university in 1978 with a law degree.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Legal career<\/h2>\n\n\n\n<p>During her legal career, Ms. Findlay has been active in both the national and B.C. provincial branch of the Canadian Bar Association holding various positions in that organization including national and provincial chair of the Constitutional Law Section, member of the National Task Force on Court Reform in Canada, and elected president of the B.C. Branch for the 1997-1998 term. Findlay was appointed a Queen&#8217;s Counsel in March 1999 by the Attorney-General of B.C., and served a five year term as a Member of the Canadian Human Rights Tribunal by appointment of the Federal Minister of Justice (2006-2011). She has also been recognized with the Vancouver YWCA Woman of Distinction Award in the category of Management, Professions and Trades (May 2001) and the national Cecilia I. Johnstone Award (2011) that recognizes women who have achieved professional excellence in their field and influenced other women to pursue legal careers, supported other women in career advancement or opened doors for women lawyers in a variety of job settings that historically were closed to them.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Community<\/h2>\n\n\n\n<p>Ms. Findlay has been active in her community over many years. She was promoted to her present position on July 15 2013 following in the footsteps of other luminaries holding this post include Jean Chretien, Garth Turner, John McCullam, Perrin Beatty, Herb Dwahiwal, Roy McLaren and Herb Gray amongst others.<\/p>\n\n\n\n<p>Ms. Findlay is, as most Ministers in government, mainly a figure head and the ministry is meant to oversee whilst the civil servants run the department. This is not just a Canadian government process; it exists throughout the western democratic world where our elected representatives have virtually no say in the day-to-day operations of their departments. Ministers are conduits from the higher levels of government to the civil service. The employees of each department go on from year to year, no matter which political party is in office.<\/p>\n\n\n\n<p>As such it is hard to blame a cabinet minister for the actions of renegade employees at CRA, although I\u2019m not convinced that I would not have signed off the record without a full investigation. I suppose however, as Mr. Warner in Belleville told us, he signed anything Ms. Dowdall placed in front of him and I have probably done the same with trusted employees. However, these actions leave the person at the top holding the responsibility and as a former President of the United States (Truman) once said: \u201cThe buck stops here.\u201d<\/p>\n\n\n\n<p>Ms. Finlay, who is obviously quite competent to have achieved her position in life, could be well advised to review the workings of her department but she has ignored letters from us regarding the obvious and apparent bias that CRA Belleville are exhibiting in their dealings with our group of companies.<br><br>As a lawyer, the Minister should take the time to review&nbsp;other&nbsp;cases evident on the internet&nbsp;<strong>which make it clear that CRA do in fact have a duty of care to the taxpayer and the day is certainly coming when CRA and\/or the accountable Minister will be taken to task for the actions of corrupt employees wherever, and whoever, they might be.<\/strong><\/p>\n\n\n\n<p><strong>All we seek is an independent review of what we believe to be CRA officials who are abusing their power<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Ms. Kerry-Lynne Findlay MINISTER OF NATIONAL REVENUE &#8211; JAN &#8211; 2015 The&nbsp;Minister of National Revenue&nbsp;(French:&nbsp;Ministre du Revenu national) is the&nbsp;Minister of the Crown&nbsp;in the&nbsp;Canadian Cabinet&nbsp;who is responsible for the&nbsp;Canada Revenue Agency&nbsp;and the administration of&nbsp;taxation&nbsp;law and collection.
